Department Overview

The Fraud Prevention Department is a newly established organization founded in April 2026, reporting directly to the President & CEO, created to achieve healthy and sustainable service growth for Rakuten Mobile. It simultaneously pursues user-friendly service design and business profitability and convenience.

Beyond responding to individual fraud cases, the department carries a strategic

mission of building the governance framework itself in collaboration with senior

management. As a newly established organization, there is the freedom to design systems and culture from scratch without being constrained by precedent.

The department consists of five sections. This position sits within the

"Business Collaboration Section."

• Note: While this position handles Fraud Prevention Department work for Rakuten Mobile, Inc., the employing entity will be Rakuten Group, Inc.

With Rakuten Mobile's rapid business expansion, the volume of regulatory, internal control, and management reporting work has grown significantly.

We are expanding headcount to cover policy management, KPI tracking, and external reporting functions. Candidates without fraud prevention frontline experience are very welcome — backgrounds in governance, compliance, or corporate planning are highly valued.

Position Details

• Fraud Prevention Strategy Planning and Execution

Design systems to predict and control fraud risk in collaboration with each

business unit.

• Mid-to-Long-Term Roadmap Development

Architect forward-looking defense strategies and drive them with clear

prioritization.

• Building a Cross-Organizational Fraud Prevention Management Structure

Serve as the driving force for fraud prevention initiatives by working closely

with Marketing, SHOP teams, and other departments.

• Defense Planning and Execution Plan Development

Develop plans that minimize disruption to each department while maximizing

defensive effectiveness.

Work Environment

• Headcount: Approximately 20 members in the Fraud Prevention Department

(approximately 5 per section)

• Age distribution: 6 in their 20s, 8 in their 30s, 6 in their 40s
• New graduate to mid-career hire ratio: 2:8

[Average Overtime]

Approximately 20 hours/month

• May vary depending on projects and time of year.

Mandatory Qualifications

Any one of the following / Target: 3+ years of experience

• Practical experience in fraud prevention is not required.

Candidates from other industries are very welcome.

1. Experience in business improvement, planning, or project participation

at a company

Includes planning and driving initiatives, or working cross-departmentally

to solve problems. No PM or management title required.

2. Practical experience in business process improvement or transformation

at a consulting firm or company

Includes problem analysis, solution planning, and coordinating with

internal/external stakeholders. Any industry or company size accepted.

3. Experience in sales, marketing, business planning, operations, or similar

roles — driving initiatives in collaboration with multiple departments

No "PM" or "PMO" title or certification required.

Applicants who have successfully driven any initiative involving other

Desired Qualifications

• Practical experience in fraud prevention, security, or AML/CFT-related work
• Knowledge in fraud prevention domains: fraud detection, monitoring, or

countermeasure design

• Experience using data analysis / BI tools for problem discovery and

decision-making (SQL, BI tools, dashboard design)

• Experience leading business automation or systematization projects

(e.g., RPA or workflow system implementation)

• Work experience in e-commerce, mobile, fintech, or payments
• Ability to quickly understand Rakuten Mobile's business model and

fraud risk structure

• Business-level English proficiency (email writing, document creation,

meeting participation)
