Briefing

How ADP Works in Japan

ADP Japan is the Japanese arm of ADP, the US payroll company. Its Japan offering covers payroll, time and attendance, workforce management, and HR administration, sold through the products ADP publishes as ADP Global Payroll and ADP iHCM. The positioning is consolidation: a multinational runs Japanese payroll on the same platform as its other countries. ADP publishes coverage of 140 countries and 45 languages, with service in Japanese and English.

Who It Fits

ADP's Japan positioning is enterprise and mid-market. The buyer it describes already employs staff in Japan through its own entity and wants Japanese payroll, attendance, and HR data in the same system the parent company uses elsewhere, rather than in a standalone local tool.

If You Have No Japan Entity

ADP does not publish an employer of record service for Japan. Its payroll products process pay for employees your own Japanese entity hires, so a company with no entity has nothing for them to run. An employer of record employs your Japan staff through its own entity instead; that is a different category of provider, and several are listed in this directory. The EOR & payroll category page explains how the two models differ.

Common Questions

Is ADP an employer of record in Japan?

No service ADP publishes for Japan is an employer of record. As of August 2026, its Japan site lists payroll, time and attendance, workforce management, and HR administration, all of which assume your own Japanese entity employs the staff.

Do I need a Japanese entity to use ADP in Japan?

For payroll processing, yes. A payroll provider calculates and pays wages on behalf of the legal employer, and without a Japanese entity there is no employer for it to act for. One common sequence for market entrants is to start with an employer of record, incorporate later, and then move payroll to a provider such as ADP.

What does ADP offer in Japan?

Multi-country payroll through ADP Global Payroll, an HR platform for mid-market companies called ADP iHCM, workforce management, and time and attendance. ADP publishes support in Japanese and English.

Is ADP registered in Japan?

Yes. ADP Japan合同会社 carries corporate number 7010403011784, checked against the National Tax Agency register on 2026-08-15. It also holds a fee-charging placement licence (有料職業紹介, licence 13-ユ-306766), checked against the MHLW register on 2026-08-17, first accepted in October 2014. The entity was registered as ADP RPO JAPAN合同会社 until December 2021.

How is a payroll provider different from an employer of record?

A payroll provider processes pay for staff you employ through your own entity. An employer of record is itself the legal employer: it hires your Japan staff through its own entity, runs their payroll and social insurance, and invoices you for the cost plus its fee. The choice between the two usually comes down to whether you have, or want, a Japanese entity of your own.
